Chief Steven Merchant III has dedicated his life to the Griswold Volunteer Fire Department, building his own legacy of service and leadership within the department. Growing up around the fire service, he developed a deep sense of commitment to his community at an early age.
Chief Merchant joined the Griswold Volunteer Fire Department in 2004 and soon after completed his Emergency Medical Responder (EMR) training, earning his certification and marking the beginning of his lifelong commitment to public safety. He quickly distinguished himself through hard work and leadership. Over the years, he further honed his skills by earning multiple certifications, including Firefighter 1 (FF1), Firefighter 2 (FF2), Fire Instructor, and Fire Officer certifications. Additionally, he completed specialized training in Wildland Firefighting, showcasing his versatility and dedication to broadening his knowledge.
Chief Merchant's rise through the ranks was swift, as he was promoted to Lieutenant in just a few years, serving in that role for three years before advancing to Assistant Chief, where he served for four years. He then became Deputy Chief, a position he held for six years. Through his unwavering dedication and accomplishments, Chief Merchant earned life membership in the GVFD and ultimately achieved the rank of Chief of the Department.
While his family’s history in the fire service provides a meaningful connection, his success reflects his own determination, skills, and commitment to excellence. His leadership continues to inspire the next generation of firefighters to serve with pride and honor.

Deputy Chief Gary Hebert joined the Griswold Volunteer Fire Department in 2006, beginning a dedicated and impactful career in service to his community. Shortly after joining, Gary attended the Fire Academy, where he earned his Firefighter I certification. Demonstrating his commitment to professional growth, he immediately continued his training and successfully completed the Firefighter II course.
In addition to his fire service training, Gary pursued medical education and became a certified Emergency Medical Responder. He also obtained certifications in pump operation and rural water supply, further expanding his expertise. To share his knowledge with others, Gary earned his Fire Instructor certification, underscoring his dedication to training and mentoring fellow firefighters.
Throughout his career, Gary steadily advanced through the ranks of the Griswold Volunteer Fire Department. He served as Lieutenant, Captain, and Assistant Chief, holding the Assistant Chief position for six years. In 2025, alongside Chief Merchant III’s promotion to Chief, Gary was promoted to Deputy Chief, continuing his leadership role within the department.
Deputy Chief Hebert’s extensive training, experience, and dedication have made him an invaluable member of the department, where he remains committed to serving and protecting the community.
